Can MTFs substitute for exchanges?
An interesting new study from BATS Europe examines what happened when trading on NYSE Euronext stopped for about half an hour on 13 October. It shows the extent to which MTFs have – and have not – become viable alternatives to the traditional listing exchanges.

EU ETS Cap for 2013 adopted
An important determinant of carbon allowance pricing in the European ETS is the size of the ‘Cap’ part of Cap and Trade. On Friday the European Commission released a useful Q&A on the cap to be applied for 2013 (the first year of phase 3 of the scheme) and the methodology for coming up with the numbers. The 2013 methodology differs from the 2008 – 2012 (phase 2) methodology as more installation types and more gases will be included from 2013 (nitrous dioxide and perfluorocarbons).

Is life changing too rapidly for the exchanges?
I recently gave a lecture to the Senior Executive Programme at the London Business School about the way in which the exchanges have evolved over the years. As the audience was non specialist the presentation was intended to cover the major strategic challenges and events rather than explore in considerable detail the evolutionary process in recent decades.
